    Deleted the one file titled Civ5ModsDatabase. It had a funny title like 7dffd7- so forth. Then went to docs/mygames/civ5/ModUserData and deleted the one file that was inside. I am not even 100% sure that what I did, was the actual cause of the fix but, I had the same problem and this is what I did.
